Which routine changes can trigger an AFS licence notification?

ASIC’s Regulatory Portal guidance sets out the licence details in scope and a separate timing rule for changes to the CPD year.

A licence record can look static once its details are recorded. A website, business name or ongoing contact person may be treated as an operational matter, separate from the licence. If no one checks whether the change affects the licence record, the relevant notification can be missed.

That is the wrong test for ASIC’s guidance. The question is not whether every routine practice change is a licensing event. It is whether the change is to one of the details ASIC identifies for the Notify change of details of an Australian financial services (AFS) licence transaction.

ASIC’s guidance, dated 24 August 2026, identifies the details that can be changed through that transaction. It also states that an AFS licensee must notify ASIC of changes within 10 business days of the change occurring. ASIC’s guidance sets out both the list and the timing rule.

What is in scope

The listed details include the name of the licensee, although that option is not available to Australian registered body corporates, and obtaining an ABN.

They also include the principal business address, whether the licensee uses a website to carry on its financial services business, a website address from which it carries on that business, and the principal website address.

The list extends to the address for service of notices, business names and details of the ongoing contact person. Details of the licensee’s external dispute resolution scheme can also be changed through the transaction.

For a financial planning business, the practical distinction is important. A change may begin with a website, office, business name or contact person. The relevant compliance question is whether it changes one of the specified AFS licence details. The ASIC guidance does not support treating every operational change as a licence notification.

The separate CPD year rule

ASIC identifies one exception to that timeframe. To advise or change the CPD year, the notification must be made within 30 business days from the day the licence is granted or the day the CPD year is to begin if it is a change.

That means a practice should not assume that its process for CPD administration automatically covers the licence notification. The CPD year has its own notification timeframe, separate from the general rule for changes to the specified licence details.

Turning the list into a control

The first step is to assign responsibility for identifying changes to the specified details and for submitting or overseeing the notification through the Regulatory Portal. ASIC places the notification obligation on the AFS licensee, so the internal process should make ownership explicit.

A website approval process can include a check of whether the website address, or the way the licensee uses a website to carry on its financial services business, has changed. An office move can prompt a review of the principal business address and address for service of notices. Changes to business names, the ongoing contact person or the external dispute resolution scheme can be checked against the same list.

The process should record when the relevant change occurred. That allows the business to test the 10 business day timeframe. For a CPD year change, it should record whether the relevant starting point is the day the licence is granted or the day the CPD year is to begin.

The result is a focused control, rather than a rule that treats every practice change as a licensing event.

The point for advice practices

The Regulatory Portal is the channel for changing a defined set of AFS licence details, including website, address, business name, contact person, external dispute resolution and CPD year details.

The obligation is narrower than a rule covering every routine practice change. It applies when one of the specified AFS licence details changes, with a general notification timeframe of 10 business days and a separate timeframe for the CPD year notification timeframe.1
